It is key that the residents of Cuddington contribute to the discussion regarding the Cheshire West and Chester Local Plan. However, the plan is spread across multiple documents and is - in our view - unnecessarily complex. We have tried to make this easier for residents to complete a response to ensure their view is heard by the Unitary Authority. We have ignored the majority of the questions and responses, because they are overly technical or legal, in our opinion, or they are less important, relevant or essential.

This form is not suitable for everyone but we think a streamlined form to ask many of the key questions will be beneficial. We have not included questions on Developer Contributions, other settlements, Visitor Economy, Energy, Waste Management, Flood Risk, Minerals Supply and more, because they have less relevance to our village, and if these topics are important to you, then please use the Cheshire West link above.

Question IN6: Neighbourhood Plans

Many parish councils, including Cuddington and Sandiway, have their own Neighbourhood Plan> which shape the long-term design of their community. Neighbourhood Plans are only enacted after a democratic vote of the parish. Current Neighbourhood Plans are included in the existing Cheshire West and Chester Local Plan 2010-2030, but may not be in agreement with any new strategy designed by the unitary authority.

Question SS7: Place-based policies for smaller Settlements Spatial Strategy Housing Needs

Cuddington and Sandiway is listed as a Key Service Centre. Currently, there are no place-based policies specifically for Cuddington and Sandiway, unlike bigger settlements like Northwich, Winsford, Frodsham, etc.

Question SS11: Spatial Strategy

Cheshire West and Chester Council are considering three main options for their long term spatial strategy. These are:

Option A:Retain the Green Belt Boundary. The green belt is in the north of the borough (north of Northwich) and north of Cuddington and Sandiway. This option would focus development in the south of the borough, buit could also include areas in the parish, south of the A556.

Option B: Follow the Cheshire West and Cheshire Local Plan. This will ensure all new housebuilding and employment land allocation is distributed in accordance with the unitary authority's allocation, and may encroach on Green Belt.

Option C: Have Sustainable Transport Corridors. This would put more development around train stations and on bus routes, as well as improving public transport. As Cuddington and Sandiway has a train station, this could see the greatest development in the parish of the three options.

Spatial Strategy in Northwich

Northwich Spatial Strategy

The Spatial Strategy for Northwich is shown above, with NOR06 and NOR07 developments planned in Davenham on all three options. The bulk of Northwich expansion will be in and around Davenham in Option A.

The Spatial Strategy for Cuddington is shown above, with CUD02 and CUD03 developments planned in Davenham on all three options.

Northwich

The new Local Plan for Northwich would consider four main areas of the town - Wincham Urban Village, Northwich Town Centre, Winnington Works and Gadbrook Park and will seek to maximise development on previously developed land. CWaC intend to review the settlement boundaries of the Northwich Urban Area that may impact on areas closer to the town.

TA1: Transport

Cheshire West and Chester Council plan to have a transport hierarchy where sustainable modes of transport (walking/wheeling, cycling/riding and public transport is prioritised over private motor vehicles).

New Developments should be planned where most day-to-day needs can be met within 800 metres of their homes, with opportunities sought to improve local transport networks.

Sites on Weaver Navigation are used as an example for freight use.

TA2: Transport Infrastructure Priorities

Within five miles of Northwich, the following Transport scheme imporovements have been identified:

  • Improving journey times between Winsford and M6 (through Middlewich)
  • Reintroduction of rail services on the Sandbach-Northwich line and a new station at Gadbrook Park
  • Swing Bridge improvements at Northwich
  • Safeguarding land around local rail stations in Northwich, Greenbank, Hartford and Winsford
  • Safeguarding disused rail corridors (but this does not include the Weaverham to Northwich rail link)
  • Identifying parking standards zone boundaries in Northwich and Winsford
  • Recreational routeways list include Whitegate Way and Weaver Way
